In Brazil, the trans and travesti community faces extreme inequality and social exclusion. Our country has the highest number of trans people murdered, while offering little in terms of support and inclusive policies. For years, trans and travesti people have survived on the margins, amid a lack of job and education opportunities, family rejection, and high social vulnerability. Instead of support, we face cuts to healthcare, education, social assistance, and retirement benefits, exacerbated by the new fiscal framework aimed at further reducing these essential services.

For decades, Brazil's trans and travesti community has endured a reality of vulnerability, economic, and social exclusion. The implementation of the new fiscal framework exacerbates the threats to the rights of this population, further limiting opportunities for a dignified life. It is well-known that SUAS, public education, and healthcare—key areas for supporting vulnerable populations—are among the most susceptible to budget cuts and underfunding. The trans population, which has historically faced barriers to accessing these services, suffers directly and disproportionately from any setbacks in these areas.

We live in a country that, sadly, leads the world in violence against the trans and travesti population, with alarmingly high homicide rates and systemic marginalization. Unemployment rates and the exclusion from schools and families reveal a grim reality where the lack of access to basic income and security worsens the situation for these individuals. In this context, the creation of a national income transfer policy targeting the trans and travesti population is essential to ensure their dignity and promote their autonomy.

Since 2008, the SUS has offered the Transsexualizing Process—a significant step forward but insufficient to address the social and economic needs of this population. The increased demand for health services due to social and economic exclusion highlights the limitations of the system. While necessary, SUS cannot fully address the wide range of challenges faced by the trans population. Advocating for a specific income policy aims not only to reduce pressure on SUS but also to provide basic living conditions for a population historically excluded from the formal labor market.

Therefore, we call for the veto of the new fiscal framework, considering the severe negative impacts it will have on the interests of the trans and travesti population. We urge the government to commit to preserving and strengthening SUAS, allocating adequate resources to sustain it, and improving access to benefits and services for all Brazilians, including the trans population. Additionally, we propose the creation of a permanent income transfer policy for trans and travesti individuals, to be implemented through SUAS, utilizing structures such as CRAS, CREAS, shelters, and other service points, while respecting regional specificities and needs.

It is crucial for the Brazilian state to commit to building a more inclusive and equitable future for all, recognizing the unique challenges faced by the trans and travesti community. We trust that you will understand the urgency and importance of this request and that, together, we can reverse the current state of precariousness and inequality.
