In Pakistan, LGBTQI individuals face deep-rooted social, legal, and cultural challenges. Discrimination, harassment, and violence are widespread, often forcing many to hide their identities to survive. While the khawaja sira (transgender) community has gained some legal recognition, they continue to face significant marginalization and limited protections. Despite small strides in advocacy, open discussions about LGBTQI rights remain taboo in most parts of the country. This ongoing repression underscores the urgent need for comprehensive legal protections and societal change to ensure that every LGBTQI person in Pakistan can live openly and safely.

To Ministry of Human Rights head Khalil Francis and Ferderal Secretery A.D Khowaja:

Pakistan has made commitments to human rights as a signatory to international treaties, but the LGBTQI community continues to suffer from societal stigma, legal barriers, and limited access to essential services like healthcare, employment, and education. The lack of anti-discrimination laws leaves LGBTQI people vulnerable to injustice, making it nearly impossible for them to live freely and safely.

We demand that the Ministry of Human Rights take immediate action to ensure that all LGBTQI people in Pakistan are protected and granted equal rights.

We call for the following actions:

Enact Legal Protections – Pass laws that prohibit discrimination based on sexual orientation and gender identity, ensuring equal rights for every citizen.

Ensure Access to Essential Services – Guarantee LGBTQI individuals’ access to healthcare, education, and employment without fear of discrimination.

Raise Awareness & Sensitize Society – Launch public awareness campaigns and training programs for law enforcement, healthcare providers, and the public to foster inclusivity and acceptance.

Strengthen Protection Mechanisms – Establish measures to protect LGBTQI individuals from violence and harassment, including helplines and safe shelters.

Engage in Policy Dialogue – Collaborate with human rights organizations and community representatives to develop comprehensive policies that protect the rights of all citizens.

This is an urgent call for change. The time to act is now. LGBTQI people in Pakistan deserve safety, dignity, and the right to live without fear. We demand that the Ministry of Human Rights uphold their fundamental rights and ensure their protection.
