Lula: Let’s Create the National LGBT+ Policy in Brazil

Brazil can be a beacon of hope for the world and a global leader in defending LGBT+ rights. Sign this petition now to call on President Lula to use the National Conference on LGBTQIA+ Rights to create an inclusive national policy.

Update – October 24, 2025: During the Conference, the Minister of Human Rights, Macaé Evaristo, signed Ordinance No. 1,825/2025, which establishes the National Policy on the Rights of LGBTQIA+ People. Now, we ask for President Lula’s support in officially enacting the National Policy on LGBTQIA+ Rights, consolidating this milestone as a lasting public policy.

While far-right leaders like Trump in the United States and Bolsonaro’s legacy in Brazil openly attack LGBT+ rights, Brazil has the chance to take a different path. President Lula now has a unique opportunity to show the world that it is possible to govern with courage, respect, and a true commitment to diversity.

That opportunity is just around the corner: between October 21 and 25, 2025, the National Conference on LGBTQIA+ Rights will take place under the theme “Building the National Policy for LGBTQIA+ Rights.” Thousands of LGBT+ people and civil society organizations will come together to present proposals that can serve as the foundation for a historic step forward in Brazil.

The National Policy for LGBTQIA+ Rights would represent a real commitment by the Brazilian state to combat discrimination, promote equality, and ensure that millions of people can live with dignity and safety. With clear parameters, solid guidelines, and permanent mechanisms, this policy could guide the development of initiatives across the country – from fighting violence to ensuring equal opportunities in every area of social, economic, and cultural life.

At a time when LGBTQIA+ rights are facing setbacks in many parts of the world, creating this policy would send a powerful message: progress is possible when governments listen to their people and walk alongside them. Brazil has the chance to become a global reference point, leading from the Global South in the fight for equality and respect.
