Morocco: Protect LGBT+ defenders

in Morocco, LGBT+ rights are under constant assault. Every day, courageous activists face threats, harassment, and violence simply for demanding the same rights as everyone else – dignity, safety, and equality. One of those activists, Reina Malak Elhamidy, a well-known trans human rights defender, recently received cross-border death threats from rapper Kira7. Her experience is not an isolated incident but a glaring example of the danger faced by LGBT+ people who dare to speak out.

The Moroccan government continues to criminalize and stigmatize LGBT+ people through laws like Article 489, which punishes consensual same-sex relationships with prison sentences. This institutionalized discrimination makes violence and intimidation not only common but, far too often, tolerated by authorities. Instead of protecting citizens, the law leaves people like Reina unprotected and targets them for being who they are.

After Reina courageously filed a formal complaint with the Ministry of Justice, the authorities responded, however, a response alone is not enough. Moroccan officials must now take concrete steps by opening a full, transparent investigation into the threats against Reina and by holding those responsible to account. Like so many LGBT+ people in Morocco, Reina still lives with fear as a daily companion. Only real action, not words, can guarantee justice and safety.

But Morocco’s Constitution, as well as its international obligations, say otherwise. LGBT+ rights are human rights. Human rights defenders are essential voices for progress, democracy, and justice. Every citizen, regardless of who they are or whom they love, deserves protection, respect, and a life free from violence.

We have deep concerns for the safety of Ms. Reina Malak Elhamidy, a trans Moroccan citizen and human rights defender who has received explicit cross-border death threats from rapper Kira7 . These threats are a direct attack on her life, and a stark reminder of the daily dangers faced by LGBT+ defenders in Morocco.

Ms. Reina Malak Elhamidy’s commitment to equality and human rights is not a crime – it is her right and duty as a citizen. We acknowledge that the Ministry of Justice responded to her complaint. Both the Ministry of Justice and the Prosecutor General share the responsibility to ensure threats and violence against human rights defenders are investigated swiftly and prosecuted fully, with no exception. However, this must now be matched by decisive action: we call on you to open an immediate, transparent investigation into the threats against Ms. Reina Malak Elhamidy and ensure that those responsible are brought to justice.

We call on the Moroccan authorities to:

Take the next step by launching an official investigation into the threats and attacks against Ms. Reina Malak Elhamidy and other human rights defenders, ensuring accountability and safety.
Repeal Article 489 and any laws criminalizing sexual orientation or gender identity.
Guarantee equal citizenship, including freedom of expression and association, for all.
Publicly denounce hate speech and violence against sexual and gender minorities.
