This is what a new law would make legal.
On 30 January 2026, MP Marlen Mamataliev submitted a draft law — 'On Amendments to the Legislative Acts of the Kyrgyz Republic' — for public discussion. If passed, it would:
- Make it illegal for trans people to update their identity documents, meaning they could be forced to carry papers that do not reflect who they are, exposing them to discrimination every time they show ID.
- Ban access to medical care that doctors currently provide, except in a narrow set of circumstances defined by the state.
- Restrict parents from supporting children who do not conform to rigid, government-defined rules — putting families under state control.
- Ban same-sex marriage and restrict who can legally be recognised as a mother or father.
People would lose jobs, housing, and healthcare. Children would lose the support of their own parents. Anyone who speaks out risks being silenced.
