Rebel Majesty is petitioning for non-binary and gender non-conforming identities to be recognised in all UK legal documentation. 


‘Male’ and ‘Female’ are the only options available on the majority of UK legal documentation. This forces the hundreds of thousands of people in the UK who do not identify as exclusively male or female to have to misgender ourselves if we wish to obtain legal documents such as DBS checks, passports or marriage certificates. 

All of the above forces us to pretend to be somebody else, preventing us from living full lives. It is dehumanising. These are rights that cisgender people never have to fight for. 

Without a DBS check, we cannot work with young people or vulnerable adults. Without a passport, we cannot leave the UK. We cannot get married. Unless we misgender ourselves.

We are constantly having to validate the reality of our non-binary or gender non-conforming identies. The impact that this has on our mental health and wellbeing is significant and should not be underestimated. 

Gender-neutral and third gender options are already available on legal documentation in Canada, Australia, New Zealand, Germany, Denmark, Iceland, the Netherlands, Malta, Nepal, India, Bangladesh, Argentina, Uruguay and various US states. It has been evidenced worldwide that change is possible and institutions can remain intact.  It is time the UK stepped up and took action. 


Under the UK Equality Act, it is illegal to discriminate on the grounds of gender reassignment. A 2020 UK employment tribunal ruling (Taylor vs Jaguar Land Rover) brought clarification to what had previously been a grey area in the Law. The ruling recognised the rights of non-binary and gender fluid people to be protected from discrimination under gender reassignment in the Equality Act. 

Therefore not recognising non-binary identities constitutes unlawful discrimination.

It is our basic human right.

Rebel Majesty is petitioning for non-binary and gender non-conforming identities to be recognised in all UK legal documentation. The number of people in the UK identifying as non-binary or gender fluid is increasing and is too significant a minority to ignore. To only provide binary gender options on legal documentation excludes and erases our identities. A vast number of countries now provide gender-neutral or third gender options on legal documentation. We urge you to now make such equality provisions available in the UK.
